Patient and Client Council Statement following Muckamore Public Inquiry Report Publication
The Patient Client Council welcomes the publication of the Muckamore Abbey Hospital Inquiry report.
Listening to people is the first line of defence in safeguarding vulnerable members of our community. Central to the findings in the report is the failure to listen – at an individual, organisational and system level; across regulation, governance and in sources of assurance, including advocacy.
The report recognises that ‘patients and families are experts by experience and are sometimes better placed than staff or health experts to comment’. The Inquiry heard powerful testimony from individuals and families that said they tried to raise concerns but were not listened to; that there were multiple, persistent and well-documented warning signs but that there was a failure of organisations and the system to ‘join the dots’.
This report has been long awaited by service users, carers and families. This is their day. They trusted the health care system to look after their loved ones. That trust was broken. This report, and the scale of what occurred, cannot be underestimated. Individuals’ and families’ courage, persistence and resilience in giving their harrowing accounts to the Inquiry must be honoured by meaningful change and decisive action.
Ensuring that the voice of the public cannot be ignored going forward will be fundamental as all parts of the system collectively consider and respond to the Inquiry report. PCC will take time to consider the report in full and its recommendations.
